About Mr. Waliul Alam
Professor Dr. Md. Waliul Alam is a distinguished academic, educational administrator, researcher, author, lyricist, and education leader with more than three decades of professional experience spanning higher education, educational governance, teacher development, public administration, research, and development communication. Throughout his career, he has made significant contributions to educational policy, institutional leadership, curriculum development, teacher training, academic research, and national capacity-building initiatives in Bangladesh.
He most recently served as the Chairman of the Board of Intermediate & Secondary Education (BISE), Rajshahi (2023–2025), where he successfully led one of Bangladesh's largest public education boards. As Chairman, he supervised public examinations, institutional recognition and accreditation, educational governance, curriculum implementation, quality assurance, and policy execution. His tenure was marked by visionary leadership, transparency, administrative reforms, and a steadfast commitment to improving the quality of secondary and higher secondary education throughout the region.
Before assuming this role, Prof. Alam served as Principal and Vice Principal of government colleges in Rajshahi between 2017 and 2023. During the COVID-19 pandemic, he pioneered the establishment of online classroom studios across academic departments, ensuring uninterrupted teaching and learning through digital platforms. His leadership significantly strengthened institutional management, academic continuity, and technology integration within higher education.
From 2007 to 2016, he served at the Higher Secondary Teachers' Training Institute (HSTTI), Rajshahi, successively holding the positions of Deputy Director, Additional Director, and Director. In these leadership roles, he planned, designed, and supervised professional development programmes for principals, head teachers, college teachers, and madrasah superintendents across sixteen districts of Rajshahi and Rangpur divisions. As a Master Trainer, he contributed extensively to national education reforms through training in educational leadership, ICT, inclusive education, gender, pedagogy, and educational management, while successfully implementing ADB-funded Teaching Quality Improvement (TQI) projects.
Prof. Alam began his academic career as a Lecturer in Sociology under the Bangladesh Civil Service (General Education Cadre) and rose through the ranks to become Professor of Sociology. During his distinguished teaching career, he served at several renowned government colleges, including Rajshahi College, Kushtia Government College, and Government Edward College, Pabna. He taught undergraduate and postgraduate students, supervised research, developed curricula, organized academic seminars and field research, and served as examiner, moderator, head examiner, and question setter for various education boards and the National University of Bangladesh.
In addition to his government service, Prof. Alam accumulated valuable professional experience in several academic, research, and development organizations. Between 1994 and 1996, he served as a Population Communication Officer in the Information, Education and Motivation (IEM) Unit of the Directorate of Family Planning. In this role, he was actively involved in planning, research, communication strategies, and implementation of national Family Planning and Maternal and Child Health (MCH) programmes. He collaborated with organizations including UNFPA, Johns Hopkins University Center for Communication Programs, and the National Institute of Population Research and Training (NIPORT), gaining extensive expertise in public health communication and development programmes.
Earlier in his career, from 1992 to 1994, he worked as a Market Survey and Research Officer at Libra Pharmaceuticals Ltd., where he conducted nationwide market research, product evaluation, competitive analysis, and strategic reporting to support product development and quality improvement.
Prof. Alam also served as a Guest Teacher of Sociology at Khulna University (1994–1996), teaching students in the Disciplines of Rural & Urban Planning and Forestry & Wood Technology. Later, alongside his responsibilities at HSTTI Rajshahi, he served as a Course Professor of Sociology at Asian University, Rajshahi (2007–2016), contributing to higher education through weekend teaching and academic mentoring.
His early professional career also reflects a strong commitment to communication and public engagement. During his student years at the University of Rajshahi, he worked as the Representative and Correspondent of Jogajog Barta, a development journal, while also serving as a regional communication and evaluation officer for North Bengal. This experience strengthened his skills in journalism, communication, research, and development advocacy.
Prof. Alam earned his Ph.D. from the Institute of Bangladesh Studies (IBS), University of Rajshahi, where his doctoral research examined the relevance and implications of population education in Bangladesh's secondary education system. He obtained both his Bachelor of Social Science (Honours) and Master of Social Science in Sociology from the University of Rajshahi, securing First Position in both programmes. He also earned a Bachelor of Education (B.Ed.) from Bangladesh Open University, graduating with First Class First Position.
A dedicated lifelong learner, Prof. Alam has participated in numerous national and international training programmes on educational leadership, educational planning, institutional management, ICT in education, inclusive education, autism, pedagogy, teacher education, and educational reform. Among his notable international achievements are the International Educational Leadership Program at Queens' University, Canada, and the Master Trainer Programme under BCEDP at Nottingham University Malaysia Campus, both of which enhanced his expertise in strategic educational leadership and institutional transformation.
Beyond administration and teaching, Prof. Alam is a prolific researcher and accomplished author. He has authored university textbooks and scholarly publications on sociology, education, culture, and philosophy, and has published numerous research papers in journals and conference proceedings. His literary contributions include poetry, essays, and books for readers of different ages, including children's songs and poems published in literary magazines and anthologies.
Prof. Alam is also an enlisted lyricist of Bangladesh Betar (Radio Bangladesh) and Bangladesh Television (BTV). He has written official theme songs for national events, educational programmes, and cultural celebrations, including World Population Day, the Golden Jubilee of the Department of Sociology at the University of Rajshahi, Padma Bridge, and the Bangladesh National Winter Sports Competition.
Throughout his distinguished career, Prof. Dr. Md. Waliul Alam has consistently demonstrated visionary leadership, academic excellence, professional integrity, and an unwavering commitment to advancing quality education, educational innovation, teacher development, institutional governance, research excellence, and national development.
