Dr. Md. Shafiqul Alam is an experienced educationist, academic administrator, researcher, and higher education professional with more than three decades of experience in education, university administration, training, research, open and distance learning, and institutional development. He has been serving as Head of Logistics at BGMEA University of Fashion and Technology (BUFT) since 1 July 2026.

Dr. Alam holds a PhD in Education from The University of Hong Kong in 2011. He also holds an MSc in Dairy Science (First Class First) and a BSc (Honours) in Animal Husbandry (First Class Forth) from Bangladesh Agricultural University, as well as a Bachelor of Education (BEd) [First Class] from Bangladesh Open University. He has undertaken specialized professional training and research, including post-doctoral/visiting fellowship work at Charles Sturt University, Australia, and professional training in adult and continuing education and Open Educational Resources (OER).

Dr. Alam spent a substantial part of his professional career at Bangladesh Open University (BOU), where he served in a number of senior academic and administrative positions. His responsibilities included serving as Registrar and Treasurer (Routine Charge), Head of the International Academic Program Wing, Director of the Institutional Quality Assurance Cell (IQAC), Director of the Computer Division, Director of Student Support Services, Director of the Library and Documentation Division, Director of Information and Public Relations, Director of   Planning and Development, Joint Director (Training & Research), Deputy Director (Training), and Assistant Director (Training & Consultancy). His career at BOU reflects extensive experience in university governance, academic administration, training, research, quality assurance, student services, international academic activities, and institutional development.

Earlier in his career, Dr. Alam worked with the Rural Electrification Board, where he served as an Assistant Director (Procurement) and gained experience in procurement, administration, and organizational management.

He has also been actively involved in a wide range of government, development-funded, and international projects. His project experience includes the BOU Establishment Project, South Asia Foundation Learning Initiative, Commonwealth of Learning (COL) Training Impact Study, COL Review and Improvement Project (COLRIM), research on tutoring in the SSC programme of BOU, research on the effects of the COVID-19 pandemic on the BA/BSS programme, curriculum development initiatives, e-learning projects, digital teaching competency, and other educational development programmes. He has served in these initiatives as Project Coordinator, Principal Researcher, Research Associate, Team Member, Project Coordinator, Reviewer/Evaluator, and other professional capacities.

Dr. Alam's research interests and professional expertise are particularly associated with open, distance and lifelong learning; quality of education; teacher education and professional development; educational technology; blended and digital learning; higher education management; institutional quality assurance; OER; and educational development. He has published research articles in peer-reviewed journals on topics including self-directed learning, distance education, educational technology, vocational education, literacy training, virtual interactive classrooms, university autonomy, primary education quality, teacher education, and the evolution of distance education in Bangladesh. Some of his work has appeared in internationally recognized and indexed journals, including the Journal of Learning for Development and the Indian Journal of Open Learning.

He has also presented research papers at a number of national and international conferences and forums in countries including India, Turkey, Malaysia, Australia, Thailand, China, Sweden, New Zealand, Hong Kong, South Africa, UK, Switzerland, Brunei, Vietnam, France, Canada, and others.

Dr. Alam has participated in extensive international fellowships, training programmes, workshops, conferences, and professional development activities. These include programmes organized by or associated with The University of Hong Kong, Charles Sturt University, The Commonwealth of Learning, United Nations Institute for Training and Research (UNITAR), UNESCO, the Asian Association of Open Universities, and other international and national institutions. His international exposure includes professional and academic engagements in higher education management, distance education, open learning, digital education, research, quality assurance, OER, instructional design, and blended learning.

He has held a number of professional and academic leadership roles and memberships. These include serving as President of the Bangladesh Open University Directors Council, Member of the Executive Committee of the Registrar Forum of Universities, Fellow of UNITAR, Intern of The Commonwealth of Learning, Ambassador of the Association of Commonwealth Universities, Visiting Fellow at Charles Sturt University and Ho Chi Minh City Open University, and member of several international and national academic and research bodies. He has also served as Secretary/Member of important committees at Bangladesh Open University, including the Central Research Committee and the Standing Committee for Higher Education, Training and Research.

With his extensive experience in university leadership, academic administration, research, professional development, international cooperation, open and distance learning, and institutional capacity building, Dr. Md. Shafiqul Alam has contributed significantly to the development of education and higher education in Bangladesh. His professional career reflects a strong commitment to improving the quality, accessibility, relevance, and effectiveness of education through research, innovation, technology, and institutional collaboration.

Dr. Alam continues to contribute to higher education and institutional development through his professional responsibilities, academic engagement, research, logistics, training, and international cooperation.
