Mr. Md. Rafiquzzaman joined as a Registrar in BGMEA University of Fashion & Technology (BUFT) on 1st July 2019. Before that he served in government sector atleast 36 years. At the starting Mr. Md. Rafiquzzaman has joined in Bangladesh Civil Service (Administration) cadre as an Assistant Commissioner in 1983. He did his B.sc (Bachelor degree) with honours and M.Sc (Master degree) in physics in the year 1977-1980 and 1981 respectively from Dhaka University. He has also completed L.L.B (Bachelor in Law) from Dhaka University.
Mr. Rafiquzzaman joined in International Management Institute (IMI) in New Delhi (INDIA) with Indian govt. Scholarship under Colombo Plan in the year 1992-1993 and awarded post graduation Diploma in International Management (Executive M.B.A). During the long carrier of Mr. Rafiquzaman he has served in the field administration (District and upazila) in various positions. Before going in the PRL (Post retirement leave) on 2nd December 2018 he worked as the Director General at the National Institute of Mass Communication (NIMC) and the Chief Executive of newly created Bangladesh Cinema and Television Institute (BCTI) under the ministry of Information. He was also the Secretary in Information Commission of Bangladesh. He was Additional Secretary in the Ministry of Civil Aviation and Tourism, Joint Secretary in Education Ministry, Director General in the Bureau of Non-Formal Education (BNFE) under the ministry Primary of Mass Education, Deputy Secretary in Finance Division, etc. Mr.Rafiquzzaman has an experiences working with the top level policy maker of the country in Bangladesh Better Business Forum (BBBF) as CEO under the caretaker Govt in 2008-2010.
In the PRL time he also worked as a national Consultant with the Universalia Management Group based in Montreal, Canada who has done a summative evaluation on GPE (Global Partnership on Education) fund spent in PEDP-3 (Primary Education Development Programme) under the ministry of Primary & Mass Education.
He has experiences working with the development partners, like World Bank, UNICEF, ADB, etc. He has a good experiences in policy level as well as in the implementation level. He is actually a social sector reformist. He is very sincere, honest and hard working person to his commitment. He has travelled many countries and attended international seminars, workshops and training programmes. Mr. Rafiquzzaman has also attended a short course in Duke University, North Carolina, USA and participated in one month course on Forestry sector in the University of Philippines, LOS BANIOS, Philippines. Mr. Rafiquzzaman also worked as a local expert on Non Formal Education in 5 days workshop arranged jointly by ISESCO and BNCU, Dhaka. He also joined as an expert of Non Formal Education in International workshop held in Batam City, Indonesia. He has come from a very respectable Muslim family. He is beloved with wife and two sons.
